Purchase Unit function not working

I am not playing with any mods. I've tried as both Axis and Allies and the "Purchase Units" function isn't working. Something pops up when I click on the tab, but it's transparent, and I can't buy any units, and I can't switch between countries. That's the best way I know how to describe it. Is there anyone with a fix for this problem? I cannot play the game without one. I can't seem to post a link to a picture.
