WPP V1.00.04 Beta 2 - range of the ports

I am unsure of the range calculation done with the new naval rule. This naval unit is well outside the 12 hexes range.
But it has the two anchors like if a port level +5 is in range.

Is it normal?

Well maybe but honestly I am still surprised. Looks at this Japanese fleet located in Singapore.

This fleet can go near Bombay with still one anchor. But, there is no Japanese base around.
Is the range calculation correct meaning as you wish?

It is still a 24% loss per turn.

I was thinking is increasing the penalty after more research.
