Perhaps you should rework a little the report message for port upgrade.

Enewetak's port at 111, 58 built up to a " " 2

1. There is an extra space between "a " and " 2".
2. Perhaps put something like:

Enewetak's port at 111, 58 built up to a level 2 port

I was lucky and I upgrade to the max in June 1941. Maybe this is a little to quick, perhaps reduced the chance to 40% instead of 50%.

Also the message "The port is now fully built up" can perfectly be on the same line to gain some writing space.

The reason I say this is too quick is that I have more waited for my engineer specialty than for the build up.

See, the first upgrade was done May 10th, 1942 just after adding the engineer specialty to my unit.
And the port was upgraded from level 1 to level 5 in less than one month and a half. Level 5 was reached June 21th, 1942.

Upgrading port should take months imo.

The Japanese don't need a close by base. If they build it for the US they are shooting themselves in the foot.

But I made it 40% to balance out for the 3 size ports.
