Launching the Pacific 1941 scenario. All my ports are in supply.

I am doing absolutely nothing and I am ending the turn to go to the next turn. This is, at this stage, that I am discovering that all supplies from my ports in China, Corea and Saigon have some ! on them.

For example, in Shanghai on turn 1, we have Port Supply: 180 of 180.

And, on turn 2, we have Port Supply: 0 of 180. Is it normal that all the Japanese armies in China are draining all supplies in just one turn?
