SOLVED - WPP V1.00.04 Beta 3 - Samoa

At the start of WW2, Samoa was controlled by New Zealand not USA. As such, their country should be owned by New Zealand.
This does not prevent the USA garrison to be there.

I don't know if it will cause a problem with supplies. New Zealand and USA are in the same team after all.
