SOLVED 4.2.3.2 Japanese garrison units not counted

These are Japanese units in Manchuria and Korea.

But the program seems to totally disregard them, counting only 0 garrison units.

Japanese units in Manchuria and Korea should be counted, even if not within 3 hexes of the border. In version 3.2.0 they were counted correctly.

That garrison seems to be for a neutrality pact with USSR. If that is the case, for them to count they need to be max 3 hexes away from a common border.

This is from another game, played earlier under 3.2.0 .
It shows the positions of Japanese units in Manchuria and Korea, the majority of them is not within 3 hexes of the border with SU. Nevertheless, all units are counted for garrison value = 9.

Under 4.2.3.2, such units seem to be not counted any longer. Which version is correct?

Well, I did not find any changes to Japanese garrison values mentioned in the release notes of all patches starting with version 04. I assume, such a change/bug fix would have been mentioned?

For this reason, I wonder which garrison value counting is intended, as depicted in #2 oder #4 ?

I am just another member, will leave this to be anwered by the game team. I commented earlier as a veteran in the board game and the computer game later.

No, please. [:)] I was not trying to show off or anything, just to explain that I can comment on the rules but I cannot speak on the game developement itself.

There was nothing to excuse and any question or remark should be appreciated.

Sorry about the misundestanding, writing is always dryer than speaking and I don't use many icons...

Here are the rules, regarding the common border:

RAW:

Your common border with another major power consists of every hex
you (or your aligned minor countries) control within 3 hexes and/or
hexdots of a hex controlled by the other major power (or its aligned
minor countries).


And:

You may break a neutrality pact, any turn after the calendar year
following its signing, provided you have at least a 2:1 garrison ratio on
your common border.

Both examples are Decline & Fall scenario. The first game was played using 3.2.0, all Japanese units in Manchuria and Korea were counted as garrisons, even if not within 3 hexes from the SU border. The second game is played using 4.2.3.2, now no Japanese units in the same positions are counted as garrisons. In the release notes of all program versions since 3.2.0 I could not find any change regarding this behaviour.
