How to appoint a new adviser?

I fired a previous one. Now I can 0 advisors. In the "decisions awaits you" tap there are no suggestions to appoint a new one. It's been a few turns.

The suggestion has popped up. I just needed to wait a little longer

It has appeared one time on the next turn but when I postpone it stops showing up

I've had more than 4 cities for several turns now, yet still have but one advisor and am not being offered the chance to appoint another. I may have postponed an opportunity to fill a slot when I didn't have enough political points to remove my desired candidate from his current job - I'm not sure. Do I just have to wait for the decision to come around again?

It is possible to instantiate assignment for the next turn. There appeared to me to be a single candidate per turn concept going on - but I am not certain.
