Overload HQ vs. Keep at OKH / AG level

Curious about best method on attaching units to HQ - should a player have most HQ at optimal and overload some, or have all HQ at optimal and leave some units in reserve at the army groups or OKH level?

read the section in the manual on the leadership malus for overloads as opposed for having missing command steps.

There is a trade off and its very situational - but all the data, rules and worked examples should give you a feel for what is the best solution in your particular game

One point that is very important, especially with the incoming changes to assault fronts, is that you only get the AF bonus if the relevant HQs (Front/Army for Soviets, Army/Corps for Axis) are within their command limit.

My observation is the Axis should rarely be overloaded. Organize first your Corps and then the Armies and you will be fine. The Army Group may be an issue but that rarely makes a difference. The Soviets can take a while to sort out but the commands in critical areas can be emphasized and streamlined into a manageable hammer or anvil.
