rendered, Berlin is in Axis hands, and Turkey is pro-Axis at 25% but neutral.
Cost of accepting: Nothing.
Yes: Germany's income rises by 5 MPP per turn for as long as Turkey is pro-Axis, and Bulgaria, Hungary and
Romania are fully mobilized and Axis.
No: Turkey swings 20-30% towards the Axis.
