So what is the consensus?
2 full strikes? or
1 strike and head to Kwajalein (saving oil and reducing the risk of counter strikes when at low fuel)

I have always assumed 2 attacks, but would be interested in peoples views.

Always 2 attacks for me. The first one is not destroying enough BB.

I go with two attacks to do maximum damage. I feel good about the odds of smashing a counter attack and welcome the opportunity to do even more damage. Carrier effectiveness is high at 92% after the strike and I generally lose very few planes in the attack.

You do bring up an interesting point. You can have the Kido Butai resupplied and ready go a turn earlier by going with one strike. Which means you can have it sitting off Fiji or New Caledonia on turn three. Oil is generally not a problem as the DEI usually falls on turn 1.

How do you take DEI in turn 1? You have to land in the east of Java, capture Surabaya and then advance on Jakarta. It seems to take me 3+ turns to capture the capital. 3 if good weather 4 or 5 of it rains.
Or is that in an earlier iteration of the game?

Always 2 attacks on PH now, the US fighter unit got heavily nerfed in strength which was the main thing allowing a counterattack to potentially succeed. There's no need to save oil since you can resupply the entire fleet to full using Kwajalein, Tarawa and Wotje on turn 2 and still be taking Fiji/Nomea by turn 3.

How do you take DEI in turn 1? Or is that in an earlier iteration of the game?

I am using 100.03.2 which I think is the most current version. There is no need to capture Surabaya - but I do play hotseat, which may be different from PBEM or against the AI.

On the opening turn I hit Batavia with three divisions and bombardment. First attack is 6:1 and the second is 5:1 odds. Then land a follow on division if needed to advance into the city. Just land the thing on the unoccupied, previously secured beach. (green not red) This is probably overkill but I want the free garrison units in the Celebes Sea on turn 1 to stop the escape of the US bomber from the Philippines. And more importantly I want the oil fast.

I don’t think you can land around Batavia now. Or maybe that’s the beta I am testing. I will check out both versions.

Yeah, my mistake. The new beta has taken out the beaches near Batavia so it is much more time consuming to take NEI out now. Well it will be anyway.
