Is there a limit in the amount of operations per a campaign?

I have tried 16 and the game crash.

Hi Nomada_Firefox -- there is not an engine limit, but there is a UI limit on the number of operations in a campaign (or the number of battles in an operation.) The UI screens are only designed to handle a maximum of 16 sub-scenarios.
