Summer offensive 1942

When do you (as Germans) start the summer offensive 1942? Directly when light mud turns to clear or do you wait a couple of turns to build up the divisions? My divisions tend to be too weak to start making a dent in the Soviet line if I begin directly after the weather turns favourable.
