Stacking Panzer and Mot. HQs With Divisions

"German Motorized or Panzer Corps: When a
motorized unit is performing an admin leader check,
leaders of any Panzer Army, Panzer or Motorized Corps
HQ units involved in the admin leader check receive a +1 to
their admin rating during the check."

Does this mean it's useful to keep such HQs stacked with divisions rather than a hex or two behind? Would such HQs not then be subject to the HQ retreating when the enemy move close?

If refers to units attached to that HQ - it does not matter the distance for that +1. (Though distance matters for the Checks in general so...)

Pratically you can read it that the Leader in the Motorized HQ has a +1 to his Admin Rating.
