If this has been asked before I am sorry I missed it. Could the developers please explain the rationale for the Axis ability to pass through the Straits of Gibraltor?

Not sure, but it's probably more a game engine issue than anything. However, as the Allied player you can always plant some naval units in those hexes to blockade an easy passage for Axis units.

The Axis can pass through the Strait of Gibraltar when Gibraltar is in Allied hands, whereas the Allies cannot if Gibraltar is in Axis hands. This represents the close relationship between Germany and Franco's Spain, as evidenced by the installation during the war of 'a seabed
sonic detection across the Straits of Gibraltar and a chain of fourteen infra-red ship surveillance stations' to keep track of Allied shipping movements, and if Gibraltar were in Axis hands then it would likely have been very difficult indeed for Allied shipping to pass
through (Franco by Paul Preston, pages 526-7).

You've made me realise that I'd added the above to the WWII: War in Europe Strategy Guides, but not the ones for this game so I will make a note to do that. [:)]

That is good to know, but if the Axis controls the Suez and the Levant as well, shouldn't Malta and Cyprus starve?

If there is an Axis unit in Gibraltar then lots of Allied resources in the Mediterranean including Malta will suffer.
