It is controlled by China and Palestina is conquered (by Vichy I guess)?
or that China is conquered (which is not true in this game)? Who controls the PART if so?

The unit is controlled by the major power on the other side who's capital is closest to the partisan unit. So in this case it's the USSR.

However: it isn't possible to get a partisan in Syria. That country is never rolled for.

Jeez! My fault (in explaining wrong), that part was really setup initially in Yugo, and it was a Vichy Part, which was obviously a bug because Yugo is Axis controlled. Since we couldnt handle it and it was disturbing axis rail movement we decided to move it with the advice of some charitative soul from here... because we didnt know how to delete it.

After so much time without playing or playing very few hours a week and in other areas, we had forgotten about that guy.

Sorry to have disturbed in vain, but at least the game doesnt seem to be corrupted (at least because of this).

The other day we detected several units that were not right and after the game I tried to locate which they were, and I saw this one and thougth that one was one of them.
