In the Beta and in the base game too, I am wondering why my fleet can go inside the Cape Carot hex.

For me, this hex is a land based hex. Fleet must not be able to enter.

Oups sorry, just realized this is a port level 1. It is just that the 1 is hidden by the oil symbol.
