Disruption from Weather

Why are German elements suffering pre-battle disruption in blizzard and heavy snow? There is nothing in the manual about this effect except potentially section 23.8.4.

Found the rule by searching for blizzard instead of heavy snow. Clearly, this is an intended effect from 8.5.2. However, the rules state that 'poor weather' causes this, not just blizzards, and yet it only happens during heavy snow and blizzards during the harsh winter phase.

There is also nothing about this rule applying only to Axis, and yet Soviets remain completely unaffected by this rule. The 'first winter rules' say nothing explicit about disruption or not available like the other sections do.
