BPs to USSR

During the trade agreement phase, I tried to make an agreement between CW and USSR for 2 BP a turn; however, the game would only allow me to do 1 BP. USA is not yet in the war if that matters

What am I missing?

Are Germany and the USSR at war?
Have you chosen US Entry option 30?
Presumably no to the first and yes to the second.
Then you can only give 1 BP per turn.

And you need to know that in the future maybe youll be able to send again few build points depending on whether the pports of the receiving area are frozen or not.

FOr example, Murmansk may be frozen and Arkhangelsk no (or the other way round, cant recall), if so less bp may be sent

DavidC, oddly Option 30 has not been selected, yet the USSR and Germany are at war... exactly the opposite circumstances than what you mentioned.

I will post a save file when I again reach the trade agreement phase if this seems counter to what should be happening.

I have uploaded a copy of the game at the Trade Agreement stage for the UK. You can see that option 30 has not been chosen, and Germany is at war with both CW and USSR. I can only give 1 BP to the USSR... is this working as intended?

Yep.

The USSR is further restricted in that (apart from Germany's mandatory trade) she may only give and/or receive up to 1 resource (and/or build point) per turn unless US entry option 19 (and option 30 for build points) has been chosen.
