Number of attacks by raiders per turn

This last turn, two German subs moved their max and made two convoy attacks against the same hex. We have also had instances where a sub didn't move but only initiated one convoy attack. Seems to be quite random. Is this the way it is supposed to work?

If two nations are both sending resources over the same convoy route, than the U-Boats will get 2 attacks. For example the UK and France both send resources over a portion of the South Atlantic.

Not only that but if the UK is sending resources to Canada...the Uboats attack resources coming from South America / Canada, then get to attack the resources going back to Canada.

They also get hit by escorts as well that many times.
