Change of OOB - immediate or transition?

I often use SU priorities to push them up or down.

At the same time, I may on a given turn make sweeping changes to command structure (via attachment of HQs; not replacement of leaders). I am curious if OOB changes are immediate, or are there some deferred impact?

I am sorry if the question seems vague, but if I could put this more clearly I would not need to ask.

It is my understanding that a unit receives a -1 admin penalty for the turn that it is being reassigned. So, if you attach it to a different HQ on turn 2, all admin rolls for turn 2 are at -1.

See 15.5.6 and 21.11.10 of the manual. It is also mentioned in the player's notes in the appendix.

Also SUs lose half of their CPPs when attached to another CU or HQ.
