Ships bombarding occupied ports more powerful?

I am wondering if anyone else has noticed that ships bombarding ports seem more powerful now, even before the hot patch. Just had a CA attack a CA in port and inflict 5 pts of damage on it! The CA wasn't low readiness and the attacking CA took no damage. It used to be that BB's and CC/CA's could attack a port and have a % chance of damaging the ship in port, but now they seem supercharged to do it. Or is it just if the port is "0" that they are supercharged? I don't think my port was at 0, but I'll check my next turn.

Definitely if the port is 0.
