factory panel: maximport ?

Title is question. What exactly does maximport say ? And obviously letters turn red or white when the number for built equals the number for maximport. Can someone please help me out on this ?

maximum tank production from chassis
I believe white color ist production still active (end date not reached), red is production ended (end date reached), yellow is obviously not active yet
