Free Setup - free assigning units?

In former DC titles there was alway a free setup included so you could shuffle and organise your units according to your battleplan. That was - for me - one of the biggest joys of playing DC.
Also you could assign units (to some extent) to other hq´s and form special task forces with very capable officers by doing so and all that.
Could any of the beta testers or Vic answer that question, if you have the same relative freedom in DC Ardenes?

I am wondering if corps and army commanders still have ability ratings and the capability to pass out cards to lower level units. My general impression from a couple youtube videos is that feature is gone.

Actually watching DasTactic Youtube, commanders are in there and pass out cards. That's good.

We give full control of nearly everything, the player can play officers cards, change the units HQ, create Kampfgruppen or Teams, move men and vehicles between units on the same hex.......
A unit without fuel can detach or scrap all vehicles and go on foot, scrapping the vehicles you can save also the truck drivers........and ford a minor river on foot escaping encirclement.....

It is not a scenario variant as in earlier DCs, but you can just access the Simple Editor to move your units around and accomplish exactly the same.
