WPE 1.00.141 Beta 5.1 - fleet retreat

About this change:
Change naval retreat hex range 3 -> 6 hexes

In all my tests, looks like the fleet is retreating by only one hex. Not sure of the change.

It is working. Retreat also checks for the LOWEST detection level hex which is way more important than just retreating. I tested it
