Cross Hairs

Sometimes when cross hairs appear on an enemy unit there is a percent number inside of it? I went through manual quickly several times and couldn't find anything on this?

If I am not mistaken, the hit probability for a ranged attack.

Yes its the % of the weapons efficacy compared to a regular attack (combination of distance + line of sight %)
