WITE2, Stalingrad to Berlin

Playing the campaign Stalingrad to Berlin as
soviet player vs. AI. There are 2 hexes near Stalingrad that refuse to be occupied by Soviet units. They are 273,161 and 272,160. One is a rail hex, severely hampering supply to front line depots and fuel to airfields. Every turn for approximately 10 turns I have occupied those 2 hexes with Soviet units and used a rail repair unit to repair the rail hex. After the AI takes its turn as Axis player, the Soviet units occupying those 2 hexes have been mysteriously removed and the hexes reverted to Axis control, without an Axis unit anywhere.

Please state the game verison you are using. This buggy AI behaviour should have been cured many versions ago
