supply consumption/modifier relation?

supply consumption/modifier relation?

I cannot understand why I have supply consumption at 100 and still have penalties for both modifiers. Anyone can explain that?

According to the manual, when the supply STOCK of the unit begin to lower, the unit begin to rationing the use of ammo and it reduces combat effectiveness.
Supply consumption is the previous upkeep but not the stock.
Brakes are for cowards !!
