Yeah I think they should surrender after all Italian cities are taken.

Lol, this is funny.

Can easily be solved by lowering the morale threshold by 1 I think.

In one game, I took Rome by surprise with a naval invasion. But since Tripoli was not taken, Italy did not surrender... [:D]

But I have ALL of Italy. They have zero production. Why do I need to take Tripoli?

Now in the same game Germany and Italy have surrendered but Romania and Finland are fighting on

After Italy surrenders, some territory has become unowned and cannot be entered by anyone.

Yes, you should post this in support thread not to lose the problem.

Did Germany surrender BEFORE Italy?

I think there is a new code that convert the Italian hexes to Germany when Italy surrenders.
But if Germany is no more there... may be this is the bug.

Yes and yes. Germany surrendered first. Italy surrendered when Triploi fell. Finland and Romania did not surrender.

I am pretty sure this is a known bug. I have had at least a couple games where Finland has fought on long after Italy and Germany had surrendered.

I agree with you as well that Italy should surrender once all (or even most) of its production Cities have been captured. I was the one who complained some time ago about Italy surrendering if it lost a couple such cities (usually to suicide invasions) even though it was otherwise doing very well. Perhaps the pendulum has swung too much the other way now.
