Are there any descent PBEM (2 player/multiplayer) space development 3x/4x game ......

Apparently the old Master of Orion 2 can be done multiplayer but that is an old DOS game.
Seek peace but keep your gun handy.

For a mere $2.39 it is possible to purchase both Master of Orion and Master of Orion II from GOG.com while they are on sale. The games are powered by DOSBox and will run under Windows 10.

I don't remember playing any of such in multiplayer. Ones I know by name are Spaceward Ho!, VGA Planets, and Stars! from the last millennium. I remember reading about them, but I haven't played any. Looks like great majority of 4X space games are single player only and multiplayer games in the genre are very few.

Master of Orion from 2016 on GOG claims it has multiplayer, but requires GOG Galaxy for it. Game is also available on Steam, but no mention about multiplayer there.

It just occurred to me that Sid Meier's Civilization IV: Beyond the Sword comes with a mod that has space maps and stuff. Don't know if it is multiplayer compatible, but why wouldn't it be? I can't say about other Civ games, but it's something at least.

Civfanatics also has links for MOO2. Apparently one player can host other players so it might be a good idea for some friends to play that way. There is also an editor to modify the galaxy as well as the factions from the beginning. If doing so, I suggest that you give everyone the enhanced race abilities right away in case the races are modified with too many bonuses otherwise the game will lock up.

If you're specifically looking for PBEM, I'll always toss out a recommendation for Armada 2526 with the Supernova expansion.
