Perhaps more a question for WPP Pacific, does it matter if an air/land unit is transported in fleet or in raider mode?

I don't see a difference.

They are spotted easier in fleet mode. Thus why all invasions change the fleet to fleet mode. THEY ARE RIGHT THERE!!
