Frozen Italian Airforce?

Started the 1940 scenario and could move the Italian planes about their territory no problem. Started the 1939 scenario and I can only move them via ship or train and am at July 5th, 1940. What am I missing?

It was a bug that is now fixed in the patch coming up.

You might have been out of oil

Don't believe so - I could move tanks and a "no available valid airfield hexes" note pops up when I try to disembark an airplane unit in Tobruk. Plus the stockpile shows 20+ oil for Italy.

no available airfield means all the slots to disembark the air are taken.

Which version of the game do you have?

But I can unload planes from Tobruk once Italy is at war w/France - v1.00.141

They can not move prior to war in the current version only move by rail and sea transport.
If that is what you mean.
