Fort maximum levels counting TBs too

Playing VtB and wanted to build a fortified zone in Berlin. The game wont allow this because "cant build more than 40 forts".
Yet I only have 39 forts on map (Fortresses included). The game is counting the 22 fortified zones in the Italian TB in that limit. The scenario already starts with these units and I cant disband them. This makes any German fort building and planning impossible, unless I disband what the scenario starts with.

Please fix this, the Germans already have enough problems as it is in the scenario.

Ideally we wouldn't have the fortified units in the Italy TB, and the requirements would be adjusted if needed to accommodate this. We never expected to see these units in TBs. We don't have them in any of the other scenarios. However, there are already 63 fort units on the map in Vistula, so you would have to wait for some of these to be destroyed before you can build more.

@Joel Billings: Joel, that is not the problem. This is on T5 of my game and I have disbanded a lot of fort units. I currently have 38 on map and the game wont allow me to build more. My guess is that this is due to the forts in Italy (22 of them). It really is a bummer as it means I cannot build anything.

Personally I find the 40 fort limit to be too low, especially considering how much stricter WitE 2 rules are when it comes to building forts but that is a discussion for another time.

I understand. Yes, the off map forts are counted in. We never anticipated the scenarios would be built with off-map fort units. I will move this to the scenario area. Randy could remove the off-map forts and then bring down the requirements in Italy by an amount equal to the value of those forts. That's the easiest way to get this fixed in the future. Trey could also increase the number of fortified units allowed in 44 and 45. Given how many are on the map at the start of VtoB, that sounds justified (if in fact the Germans had that many manned forts. I'd be surprised if they did, although they might have fortifications pre-built starting on the map. That's a question for Randy since he did Vistula.

Having a higher cap for fortified units in the late war would be quite helpful indeed.
