Problem with artillery units assigned to the army HQ

I have a problem. I play the USSR and in each turn all the support artillery units assigned to the army HQ are sent by the computer to STAWKA HQ. WTF? How to block it?

Lock your HQs. You can do this in game settings or lock them manually via the CR.

- Open Commander screen
- Click on HQ tab
- Click on the value in column "SupL" for the HQ that you don't want to have any support units

That being said, it is far better to assign all the support units correctly at the start of the game and then lock them in the options screen for all units because then you have complete control over them.
