Denmark is routinely taken out by Germany within the first few turns of the game.
Once you know the moves it is accomplished in one turn. Effectively, it could be a scripted event. There is no down side for the Germans to do this.

Perhaps there should be a down side consequence to make the Germans consider whether to invade or not. Something like: if Germany invades Denmark then Norway would partially mobilize (increase the strength level of their units to 50% )so that if Germany decides to invade Norway at a later date it will be more costly and difficult.

Historically there was indeed discussions about Norwegian mobilization. I think (speculation of course) that if Germany took Denmark before they attack Norway, then Norway certainly would have been MUCH more cautious. Historically Norway imagined that it would be like WW1 where Scandinavia remained neutral.

Such as what was done for Low Countries, I think this is a good idea to link Denmark with Norway. But, not taking Denmark on turn two will mean less PP to prepare for Fall Gelb.
So, to change with cautions...
Chancellor Gorkon to Captain James T. Kirk:
You don't trust me, do you? I don't blame you. If there is to be a brave new world, our generation is going to have the hardest time living in it.

This will not prevent the Germans from taking Denmark on turn two it just happens with a trade off to consider.
