How do you plan to work with graphics + tiles that may apply only to specific scenarios? Maybe a subfolder (and folder structure inside) named after the scenario with all the specific files? The engine may look for it when the player selects it, if there is no subfolder then it uses the standard files...

There will be different folders for map images for good/snow/mud maps, but no games currently use tiles.
Not sure which other game graphics would change per scenario? (other than those which can be changed per scenario).

Yeah I see the weather folders!

Things that may need to change for specific scenarios off the top of my head:

flags
country symbol
unit insignia
time of day
victory screens
command/support action graphics
fonts
soldier portraits
