Does rain reduced Naval air interdiction value?

Does rain reduced Naval air interdiction value?

I am trying to optimal a air/naval blockade on Sevastopol and noticed with rain per mission the value is a lot lower.

Also wondering, for the second air phase, do aircraft only fly if they are supplied/fuel from the logistic phase in your turn, or is new supplies/fuel delivered to the base for the 2nd round of air phase. I would imagine its only in the logistics phase on your turn, but just checking.

Also what level do you set your supply depots for your bombers that you have set back for just naval interdiction? Just curious
