Diplomacy toggle request

The diplomacy on/off toggle does not set as per the beginning game agreement, so that in a game where there is diplomacy it can be toggled off and on.

It causes issues when one has a diplomacy game ongoing at the same time as non/diplomacy game. The prior game toggle is what is toggled so that you have to remember to switch it back every time. One might forget to toggle or worse forget which game is using it and which isn't.

The game option on diplomacy toggle should be fixed once a war begins.
