New captured equipment bug

The last patch caused a new bug with enemy equipment import from the captured pool.
The minor axis allies can no longer import any captured equipment since they dont have any pool of it.
Neither Romania nor Hungary ever captures trophies even when they surround and destroy Soviet divisions on their own.
All captured enemy equipment belong to Germany and axis allies do not have access to this pool.
Finns generally fights in an abstract theatre box. Now they are not able to import lots of captured tanks and artillery as before.
It would be useful to have one common pool of captured equipment that could be used by all the Axis countries.

Thanks for pointing this out. We think you are right about this, and Gary will look into fixing it. There don't appear to be too many items imported by the Axis Allies from captured equipment, but it does need to be fixed. Thanks again.
