its the same logic as in WiTW

1) its stationary and protected - as big as possible. So a GA-unit mission on a level 3 fort, as heavy a bomb load as possible
2) its moving and if you can get it, vulnerable - lots of small bombs or rockets (GA-interdiction)
3) its at sea - mines/torpedos or lots of small bombs

for ground support, a mixed loadout as its situational (the auto selection will do no harm here)

And for the Luftwaffe airstrikes on the Soviet air bases of the first turn of the great campaign (exclusively) as many small bombs as possible.
