[1.10.04b] requesting research selection screen when no research available causes UI bug

If you click on the Research selection button of any council (economic, military, etc...) and there is no research actually available (because none has been discovered yet and all previous research topics were already fully researched), you get a strange UI issue where future button clicks become unresponsive.
