Fixed CV plane experience averaging when replacing air strength
Added road to Rabaul to allow first turn invasion and capture

CVs were not losing XP when getting replacements. I thought this was a large enough bug to request a hotfix. I noticed something off in my game with Hadros. Then someone mentioned it to me.
