I looked up YTB-818 and found this entry on Wiki: https://en.wikipedia.org/wiki/Mecosta_(YTB-818)

Tug Mecosta was already decommissioned when it broke loose from moorings in a storm in Dec. 2015 to lie where she is in your picture. I am intrigued why it appears to still have depth charges on throwers aboard, but they may be something to do with cushioning between tug and tugee.
