Congratulations and a question

First off, what a fine job of rendering up an exceedingly complex situation into something not just clear and functional visually, but quite elegant in the game mechanics and the scales chosen. I'm a player and published scenario designer from way back and it is this work that finally has me diving into the Pacific war, something I have wanted to do for ages but was always put off by what was available. This is clearly different and I look forward to eventually mastering the complexities of this, and it is a rare treat to have the designer so available for comments and questions. Well done!

My simple question, from the manual on merging units: "To merge smaller
infantry units into a larger one, hover over a friendly unit while holding
down the ALT key and right-click on the target unit. When merging
only divisions can merge into other units."
This does not seem to be working for me and I'm sure I am missing something obvious.

The Allies can do it. Japan is limited to the following.

Divisions are independent and do not form into larger units
Armies can be split or combined.
Corps can't be built by Japan.

I will add something to the scenario notes to reference this.

And thank you for the kind words. Nice to see kudos from an experienced designer.

Thanks for that-no Japanese Corps makes sense.

And my work was entirely historical research and map design using pre-existing editors. I am no programmer, but appreciate fine work as I said.
