{1.10.04 steam version] Unexplained loss of credits

It is turn 7, I had 187 credits in bank at end of turn 6 after a food sale and now the game says in Empire Dashbord I have 0 (-187) and the Treasury cashflow overview doesn't explain it either.

Seems like a bug to me.

I had a decision unresolved to pay 300 cCredits to the militia and it seems that that got done by my secretary, emptying my treasury, as the leaders got a -1 relation for not getting paid but a +3 for support of the militia.
