Captured oil not being given to USA & UK

In my current game as the Allies I captured all of Borneo from the Japanese months ago (it's late Nov. '42 now) and I've noticed that the US is only being given the 100 oil from the East Coast sources and none of the 12 oil from the eastern portion of Borneo that's under US control. Likewise, the UK is only getting 9 oil, which excludes the 13 oil from western Borneo. The convoys window shows no oil from Borneo going anywhere. I would understand if there were automatic trades set up and I lacked sufficient merchant capacity, but that's not what's happening. Transfers from Borneo are completely missing.

When I play as Japan I don't have this issue.

I'm a novice at this but I would be interested to know if my hunch is correct: you have no merchant marine and escorts operating to ports in Borneo, listed as the South China Seas in the Convoys & Escorts tab.

Correct, since I am not trading with any countries that touch the South China Seas convoy routes. When I play as the Japanese the game automatically sets up resource transfers from Indonesia to Japan (and allocates available merchant shipping), regardless of whether I have escorts assigned. But it's not doing so for the Allies.

I am playing it hotseat against myself and have not noticed that as I've been doing it manually. Interesting to know though, thanks.

There is a South China Sea trade route available to the Allies.

To activate it, I believe it requires that you have Haiphong under your control.

Liberating Singapore appears to have opened the South China Sea convoy routes and I now have Indonesian oil going to both the UK and US as it should.

Yea it is part of the special supply rule for the Allies to hold Singapore. NEI has to be important for the Axis, but not so important for the Allies otherwise why wouldn't you just take it away. It isn't "historical" but a game balancing mechanism.
