civilians

the function of unarmed civilians is to use them to delay enemy troops? I mean as if they were spies? Can they kill you? In Vietnam the people were divided in favor of various factions and many betrayed troop positions as well as committing attacks

You can't delay troops, per se, as you can occupy the same hexes as the opposing side. Although, they do consume strength points in the hex, which can offer some bonuses to an attacker and can impede movement through a hex (overcrowded, etc).

Additionally, the opposing player civilians do provide intelligence in that they show some details of the opposing units in the area. Everything? Maybe not, but something.

Of course, if you kill them, that is a bad thing.

that is to say that if I move civilians where I think there are enemy troops and by chance they are discovered, can I see their position? or is the fog of war still?
