I do approve the possibility to prevent a unit to 'upgrade' (or downgrade) to another TOE.

Especially if it leads to some already produced ground elements to be non used and sit in the pool abandoned there - something that in general would not happen during wartime.

Germany players requesting this who may think this would help Germany should keep in mind that it would allow Soviets to keep their tank and mech divisions which normally switch to tank brigades and rifle division TOEs respectively.

Currently, Soviets are incentivized to suicide their T-26s and BT tanks in counterattacks against Panzer divisions in 1941, because if you don't suicide them like that, then you will end up with a bunch of old tanks in pool that you are no longer allowed to use. If this were changed, Soviets would be incentivized to play cautiously in 1941 with their tank and mech divisions to keep them around as a mobile threat in 1942. This would mean Germany would need to be more cautious with Panzers in early 1942 due to the threat of additional tank/mech counterattacks from those divisions (as well as any tank corps), and also would mean Soviets probably generally have additional mobile threat during winter.

Im referring specifically to replacements. Though I very much see Alberts point. I think the better use case would to allow a wider family of equipment in specific TOE, like the nebels. Maybe a priority. Are you short 500 15cm nebels? Give them 28/32s instead, or older models.

You make a good point Beethoven - frankly I see these things are rather different, the Soviets are having overhaul of their organization; not as much as some other changes.

Maybe more flexibility in what goes into specific TOEs is what is needed.
