The non-campaign scenarios have a turn limit. The campaigns also have a turn limit - it is just MUCH longer. There is the 41 Campaign that will do victory checks at specific times during the war to see if it is worth continuing the game. There is also a 41 Campaign that has no early end and the first victory check is for the Soviets in late 44.

This is how the scenario is designed. If you look at the description, it says that it ends on T2. And if you managed to recapture Minsk, you should get an auto-victory, as Minsk is the victory points with the highest value.
