(steam version) conquered city had enemy force spawn in it

I conquered the city and occupied it, the next turn the city had my units and an enemy unit in city. Country of course did not surrender. I moved out of city and on that turn could not attack it will try next turn.
Favoritism is alive and well here.

Ok wasnt a city just a village. and when I reloaded turn the unit disappeared and the country surrendered.
Favoritism is alive and well here.

Was the zone set to Incorporated? It should not be by default.

Only incorporated Zones generate Tax and Covert Culture (if loyalty is high enough).
However not having them incorporated makes Loyalty and Happiness go up faster.
But the workers and recruits still have to be paid. So do not overexpand.

So "Not incorported" can be used to fix happiness - and is basically mandatory after a conquest.
