What is the strength of a port/

Fury Games has now signed with Matrix Games, and we are working together on the next Strategic Command. Will use the Slitherine PBEM++ server for asynchronous multi-player.

What is the strength of a port/

Hello all,
I have Brit units next to Cherbourg I need to evacuacte and the transport choice is grayed out for them. Trying to find out why I see that the manual says you need to be adjacent to a port with a strength of 5. When I put mouse over a port I see nothing that says Strength. There is supply, NM value ect but no strength. What does the manual mean by the Strength of a port (and, I assume, of inland cities also?}?

Port strength is the number inside the little red box.

Thanks! I know this must be in the manual but there is a lot of manual and it is hard to locate specific things in it if you have an online copy instead of a paper one.
